Preamble:

In order to establish, promote and safeguard procedures affecting student life, affairs, rights, privileges, and responsibilities, we the students of the University of Alaska Fairbanks do adopt this constitution.

Article I - The Association:
  • Section 1. This Association shall be known as the Associated Students of the
    University of Alaska, Fairbanks Chapter, hereinafter referred to as ASUAF.
  • Section 2. The Purpose of ASUAF shall be:
    • Clause A
      To provide the means for responsible and effective student participation in the organization and control of student affairs.
    • Clause B
      To provide an official and representative student organization with powers to receive complaints, investigate student problems, and participate in decisions involving the student body.
    • Clause C
      To take action in the best interest of the student body and the university community.
    • Clause D
      To provide an official voice through which student opinion may be expressed.
    • Clause E
      To provide means whereby students may gain experience and training in responsible political participation and community leadership.
    • Clause F
      To foster awareness of the students? role in the campus, local, state, national, and international communities.
    • Clause G
      To provide services and activities for the students and the University community at large.
  • Section 3. A government of ASUAF is hereby established, whose function shall be to represent and act for the membership in carrying out the stated purposes of ASUAF. This government shall consist of a President and Vice-President, elected by the student body on the same ticket; a Senate, elected by the student body; and a Chairperson of the Senate, elected by the Senate
Article II - The President:
  • Section 1. The President shall be an ASUAF member in good academic standing (2.0 Cumulative G.P.A.)
  • Section 2. The President shall have the executive authority of ASUAF and shall administer its affairs, enforce the acts of the Senate, and make all appointments, except as specified otherwise.
    • Clause A ,
      The President may veto bills passed by the Senate, with the exception of proposed Constitutional amendments.
    • Clause B
      The President, may, by veto, strike or reduce items in appropriation bills.
    • Clause C
      The President may veto resolutions that are intended to represent the whole of ASUAF.
Article III - The Vice President
  • Section 1. The Vice-President shall be an ASUAF member in good academic standing (2.0 Cumulative G.P.A).
  • Section 2. The Vice-Presider)t shall assist the President in all duties of the President, as directed by the President.
  • Section 3. The Vice-President shall, with the consent of the President, serve as President on all committees on which the President serves, when the President is absent.
  • Section 4. The Vice-President shall assume the office of President should the President resign, be removed from, or be incapable of fulf1.lling the terms of his/her office, in which case a new Vice-President will be appointed by the President and confirmed by two-thirds vote of the Senate ..
Article IV - The Senate:
  • Section 1. The Senate shafl be composed of no more than twenty (20) members of ASUAF to be hereafter known as Senators.
  • Section 2. Senators shaH be ASUAF members in good academic standing (2.0 Cumulative G.P.A.)
  • Section 3. The Senate shall carry out the legislative function of ASUAF and shall have the powers and duties as listed in the ASUAF bylaws, including:
    • Clause A
      To override the ASUAF President?s veto by a two-thirds (2/3) vote of the Senate.
    • Clause B
      To appropriate funds within ASUAF and have ultimate authority over all budgeted and non-budgeted expenditures.
Article V - Appeal:

Appeal of any Senate or Executive action will be through the University of Alaska Grievance Council.

Article VI - Repeal, Impeachment, Referendum/Initiative, Review and Amendment:
  • Section 1. Repeal:
    • Clause A
      Any official act of the Senate, Vice-President, or President may be
      repealed in an election initiated by a petition bearing the signatures of five
      (5) percent of the ASUAF membership.
    • Clause B
      The action shall be repealed by a simple majority of all votes cast in the
      election.
  • Section 2. Recall:
    • Clause A
      Any ejected official of ASUAF may be removed from office in an election
      initiated by petitions bearing the signatures of five (5) percent of the
      ASUAF membership.
    • Clause B
      The officiaf(s) named on the petition shall be removed from office upon a
      two-thirds (2/3) maJority of all votes cast in the election.
  • Section 3. Impeachment:
    Any appointed or elected official may be impeached for malfeasance, misfeasance,
    or nonfeasance, and after a hearing conducted before the Senate, be removed from
    office by a two-thirds (2/3) vote of the Senate. Charges may be brought before the
    Senate by any member of ASUAF.
  • Section 4. Referendum/Initiative:
    • Clause A
      A referendum/initiative on any issue may be initiated by a petition bearing
      the signatures of five (5) percent of the ASUAF membership or by a two­
      thirds (2/3) vote of the Senate.
    • Clause B
      The proposal shall be approved by a simple majority vote of those casting
      ballots in the referendum.
    • Clause C
      The issue, upon approval of the student body, will be binding at slJch time
      when action to implement the refel-endum issue be taken.
    • Clause D
      Referendum issues may only be brought up for a vote once a regular
      semester.
    • Clause E
      A question brought to ASUAF by initiative petition may not be put to a vote
      of the students more than once during any 12-month period.
  • Section 5. Review:
    This Constitution shall be reviewed by the Senate in the spring of every even year.
  • Section 6. Amendment:
    • Clause A
      Amendment of a Section of this Constitution shall be initiated by a three­
      fourths (3/4) vote of the Senate or by a petition bearing the signatures of
      at least ten (10) percent of the ASUAF membership.
    • Clause B
      The amendment shall be offered to the student body at the next general
      election for ratification. Upon ratification, by a simple majority of the
      students voting, the amendment shall be adopted.
