SB 171-025B ASUAF Summer Committee

Whereas, ASUAF provides services during summer session, such as recycling and administrative assistance (i.e. Sabra and the president);

Whereas, Article 1 Clause C &D states, "To take action in the best interest of the student body and the university community. To provide an official voice through which student opinion may be expressed;"

Whereas, Those aforementioned clauses are not being fulfilled during the summer; and

Whereas, Having a small summer committee will give a voice to summer students and organizations and provide a smoother transition to the fall semester; now therefore be it

Enacted, That a Summer Committee be created; and be it further

Enacted, That the following be inserted into the bylaws, with displaced bylaws renumbered accordingly:

400. Summer Committee
400.1 The Summer Committee bylaws shall expire upon the call to order of the first Senate meeting of the fall 2009 semester.
401. During April of each year, following the announcement of the spring election results, the ASUAF Senate shall elect a Summer Committee to act on their behalf during the summer.

405. Membership
405.1 The Summer Committee Chair shall be a Senator nominated by the Senate Chair and confirmed by the Senate.
405.2 The Summer Committee shall include five additional Senators to be nominated and confirmed by the Senate.
405.2.1 In the event that the chosen spring seat(s) will no longer be Senator(s) as of July 1st, the Senate shall elect the necessary number of additional spring seats to fill the Summer Committee seats beginning July 1st.

410. Term of Office
410.1 The term of the Summer Committee shall begin the Sunday following the spring graduation ceremony and end the Sunday preceding the commencement of the fall term.

415. Meetings
415.1 The Summer Committee shall meet at least once every three (3) weeks, and may meet more often at the discretion of the chair.
415.2 All meetings shall be announced no less than ninety-six (96) hours in advance.

420. Powers and Duties
420.1 The Summer Committee shall have the same powers, duties, and responsibilities as outlined for the Senate in the ASUAF Constitution, Bylaws, and Rules of Procedure, with the following exceptions:
420.1.1.1 Meetings may be held at a time other than Sundays at 4pm (bylaw 200.4). 420.1.1.2 Meetings must be announced no less than ninety-six (96) hours in advance (bylaw 200.4.2).
420.1.2 The Summer Committee shall not have the power to amend the ASUAF Bylaws or Rules of Procedure, or to propose referendums (bylaw 201.1, rule 3.1.a.3).
420.1.3 The Summer Committee shall not have the power to grant or refuse to grant recognition of student organizations for club funding purposes.
420.1.4 The Summer Committee shall not have the power to enact rule 8.12 (impeachment), and shall not have the power to try an appointed or elected official of ASUAF (bylaw 201.8).
420.1.5 The Summer Committee Chair shall not have the power to hire employees (bylaws 211.3.1 and 211.3.2).
420.1.6 The Summer Committee shall have neither the power to bestow honorary titles (bylaw 1110), nor the power to revoke them (bylaw 1115).
420.1.7 The Summer Committee shall not have the responsibility of holding office hours (bylaw 202.3.1) but must maintain accurate contact information on the ASUAF website.
420.1.8 The Summer Committee shall only have ultimate authority over their committee discretionary fund (Article IV, Section 3, clause B).
430. Any Senator may submit legislation to the Summer Committee, except in the event that it violates the limitations of the Summer Committee as stated in section 420.1.

1136.0 The Summer Committee may use up to $300 per year from the committee discretionary fund.
